No, they were traitors to both their country and to the idea of governance by the consent of the governed. They were fighting for government by force and against the principles upon which the United States of America were founded.

Since the US government told the Iraqi's that they could do what they wished in their long time dispute with Kuwait, the latter had been stealing Iraqi oil by slant drilling for a long time, I would say no, there was no reason for international military action. Or, since one member nation had invaded another member nation, the UN should have acted, but barred the US government from participation because of the duplicity that was well known at the time. The Bush'ists knew full well what they wanted to happen, unfortunately Hussein fell headlong into their trap by acting as they expected.
