I don't understand the animosity for Ken Lay, he did nothing that was not completely underpinned by government regulation and activities. Want a culprit, look no further than the Department of Energy. Lay ran what amounted to a Archer-Daniels-Midland for the sale and handling of energy sources. Without government regulation and sanction, Lay's activities would have not been possible.
