dog neglect comes in different packages. i see them kept in the backyards, unwalked all the time. then the ball builds up momentum. due to the lack of human interaction, they "act up". pee in houses, bark, pull on the leash, etc. which makes them less fun to hang with, which makes them more alone, and on and on and on.................
locking one in a hot car is just savage.
