It's your bushings. I just pulled my 6 year old 22mm tbars from my 87 and found somthing similar. I had a lot of squeaking ever since the 22s were put on.
I just installed new elephant 22mm tbars and poly bronze bushing. No squeaking and the bars are in the center again.
I would not put new tbars in without new bushings of some kind. You'll most likely have a squeaky front end and your new tbars will be toast in just a few years.
