Yeah, right. I've been in CA since '71 and haven't witnessed this problem, but if you say it's prevalent, I'm sure it must be.
There was an effort to allow driver's licenses to the undocumented, which would allow them to drive legally and get insurance, but the hysterics shouted it down. So it's likely the majority of undocumented workers (not only Mexicans, Speeder, your bias is showing again) cannot get car insurance.
