I don't know how many of "them" you have dealt with, but they are hardly monolithic.
If we make it impossible for undocumented workers to get insurance, we can hardly blame them if they do not have it. Making licensing and insurance a possibility also enables enforcing the laws requiring lincense and insurance.
That's probably the reason the L.A. chief of police supported licensing for the undocumented.
