Pitiful analogy. That would only be the case if Florida knew about the terrorists and allowed them to make daily attacks from FLA on NY...then hid them among the civilian population to prevent NY from taking reprisal.
And of course, the 911 terrorists were not citizens of Florida. In fact, most were there illegally...unlike the terrorists which are citizens of Lebanon.
