Yep, there have been some convictions, but it's pretty hard to track owners down. A lot of these folks are out in the sticks. Many of the dogs are found out in the woods and brought in to the SPCA. Unfortunately, some are also found starved to death, tied to trees in the woods.
They think that Chance had been tied like that, he had sores on his neck... as though he had clawed away at a rope until he freed himself. Took over a year to completely heal.
