This happened to my lawn mower a couple months ago. I ended up taking it to a shop and they rebuilt the carb for about $60. Now it works like a champ. They blamed the problem on inactivity... I hadn't used the mower in about a year.
They said even if you don't mow your lawn, you should still start it monthly to keep things in check.
