Because american students are too dumb and/or too lazy for being productive in the sciences and engineering fields. That is too much work for too little money in their taste. But there is a need for qualified scientists if the USA wants to keep being a leader. I get resumes from iranians, chinese and indians all the time for phDs and postdocs. Never from US citizens. Personally, I prefer working with the chinese: they are very smart and hard working, although they can be sneaky at times, and their english often sucks
