It is clear that at least five if not six training exercises were in operation in the days leading up to and on the morning of 9/11. This meant that NORAD radar screens showed as many as 22 hijacked airliners at the same time. NORAD had been briefed that this was part of the exercise drill and therefore normal reactive procedure was forestalled and delayed.

Operation Northern Vigilance

Conducted from September 9-11, this exercise redeployed jets that normally patrolled the northeast sector to northern Canada and Alaska. It echoed a Russian exercise scheduled from September 10-14 in which long-range bombers were dispatched to their northern territory. 1

So the question is, how do you prepare without letting your guard down?

Should the Pentagon conduct any training operations in the next month considering news of liquid bomb plots and the like?

I guess this is like asking when should you train or perpare for a hurricane.

If not now, when?
