FDR was worried about how to go to war with the Germans after Pearll Harbor. It wasn't the Japs that he wanted to defeat, he felt he had gotten himself into the wrong war. However Hitler fixed that for him, by declaring war on the US on December 11th. Once Germany had declared war, Germany was lumped in with Japan and there wasn't a need to spin anything.
