I would agree that it should work that way in reality but I believe it is naive to suggest that Mayor Nutjob and the other local (corrupt) goverment offices could deal with metering out resources to handle such a catastrophe. I know you will say feds are corrupt as well but if the local goverments kept the money it would be squandered on some local stadium being built below sea level or some other fiasco.
