Yes, but since that would be local, the locals would be in nearly direct contact with the sleazeballs and choose to do or not do something locally. Most people forget, that each level of government has "overhead", an amount of money collected that is spent on administering the loot, in the case of the fed that overhead is usually 20-80%, with the last average I saw being around 60%. In other words, the fed is approximately the same as the worst of the so-called charities.

Also, since it's local business, even if corrupt, no one in another part of the country has any business telling them what to do with their money in any case.
