Angry 99 M3 Down on Power, BMW Code Scaner Wanted

This is my first real problem with my 99 M3. It is down on power as I said. I bet my 98 Audi (190hp) would take it in a drag race right now. When I get to 5000 RPM it starts drop off. Almost like it is Leaning out. I do have a check engine light that set after I had a rather large crack form in the Boot that ties the AMM to the TB. That has been fixed. I just replaced the plugs with a set of Bosch Platinum 4's. The Plugs I removed had alot of miles on them and they were Ashen White in color. I was thinking it was caused by my vac leak (It was there for sometime before it got to the point of setting the light). I have put about 100 miles on the new plugs and they look ok so far. My car has 110,000 miles on it and I have no real service history. I was think it could need a fuel fliter as I don't know when it was last (or ever) changed. I have pulled my M off the road till this is worked out (Back in the Audi, Winter car).

I am also looking for an OBD2 scan tool. I had an Auto Xray and liked it very much but one day it just stopped working. I would like to find something that can pull all the data from the BMW's ECU (fault codes, Airbag and so on). I dont want to pay more for the tool then I did for the car. I have been looking online and it looks like I am going to need to buy an OBD2 tool and the airbag tool as well. Yesterday the Airbag light came on (oh happy day) .

Any help on this would be great.

Save my M from being put to bed in Sept rather then Nov.
