No, the message is:
If you are liberal enough, or are a member of a union (or best of all-both)...the normal rules of workplace survival will never apply. No matter how stupid or dangerous you are...you will keep your job....and likely get a raise. This guy will be the school Principal some day...if he does not manage to actually kill some kids. The only danger he faces is if some day he accidentally says something conservative...then he will be driven out of the profession and will never get tenure.
