If the rifle is semi-auto, you can buy it without any hassle and only the usual background check. Class 3 is full rock and roll (automatic) and then you have a lot more hoops to jump through and more money.
Getting your dealers license is not anywhere like it was a few years ago and now you almost have to have an actual store to have a license.
