vacuum leak. You need a vacuum gauge, like a Mityvac. You will either have a failed vacuum pump (can possibly be rebuilt), or you have a leak in one of the lines or fittings. You need to isolate each line and test for leaks, and you can check the vacuum pump while the engine is running.
