I got the #'s from the Porsche Tech Spec book, so they should be the correct values.
You can use antiseize on the allen screw. My car has copper antiseize on that screw so i'm pretty sure it was factory-applied? I don't think you need antiseize on the locknut (if it's still a locknut) since it's a low torque value. No loctite needed on either of them.
Just be careful reinstalling the allen screw. It is VERY VERY easy to cross-thread those screws because the sway bar, sway bar bracket & clamp and belly pan are all trying to be lined up in the same location. The sway bar is usually the stubborn one and doesn't let you align everything properly. Just be sure to get the threads started squarely by hand before you start cranking on the screw with a wrench. You may find that you have to use a jack on the control arms, or some other method, to get the sway bar settled such that it is not fighting you to get the screw in there squarely.
