The less restriction on the motor - i.e. the more freely and efficiently you move the air - the less power is wasted trying to move the internal moving parts, thus allowing the engine to spin more freely.

Any motor will rev to 8500, only those that are built properly will survive there.

It's a combination of things and can be difficult to explain; but that, I believe, are the basics.
