off course it is , as long as some big members keep waving their veto around... it will stay useless
i'de say add a new rule for the voting on resolutions.
75% of the votes, overrules a veto.
and perhaps another rule, that if members of the council do not uphold resolutions applicable to them , they loose their right to vote for x amount of time....
i guess that would make things more interesting , no?
