I am a mathematician, I didn't comment on the car before, just the math. I believe Bill V. (who ironically has owned a '72S Targa) has graduate degrees in both math and physics.
There's no need to comment on the car, there will be sufficient results after the track day. However, math and physics don't lie. Assuming proper gearing, identical aero, and a stock top speed of 143mph, to get to (a true) 165mph would take ~291hp.
But agreed, he could easily have seen 165 on the speedo; for instance 155mph could be attained w/ only ~242 hp, and a reading of 165mph but true speed of 155mph is only ~6% speedometer error.
