You think the Cylons are stupid enough to put him in as leader?
If I were Baltar, I'd join the cylons and make sure my room was well stocked with sharons and number 6's, who are programmed to do my bidding.
I do not think he will become the imperius leader. He will get several base stars and the forces to pursue the humans. He
is the president of the colonies after all...
