Would also consider new Copper NGK spark plugs, Distributor rotor, and cap. Read that got a guy much better results a few back. Also 02 Sensor going bad can hurt readings. And Keep your car running prior to testing for at least 25 minutes. Don't Shut off unless they make you.
CA emission spec's are a bear and the rules are crazy.
Cat's go bad in only a few years in CA to make you need a new one. Where as in AZ they wait till the Cat has holes out the side :+)
