I tried to keep it as open as possible to not suggest an answer.
But yes, I'm talking about fully elective. No medical or any other problems. The rule would apply as equally to a rape victim as to a woman who just changes her mind out of convenience or because she decides the baby will cramp her style.
Completely unrestricted, no questions asked.
(and yes, it is of course medically possible to abort on the last day).
