Pull the connector on the radiator temp switch. Short pin 3 to pin 2. This is the lower temp. The fans should run medium speed. May need to turn the ignition on. If not then you need to pull the gove box and check out the fan resistors. These might have failed. Think they have short circuit protection on them. Bi-metalic spring switch.
