Go to the help center on Ebay and then type in "account taken over" and follow the links. They have a live help on the internet and they will walk you through it. I have had this happen twice in the last two months.
Very likely you have a program on your computer that is sending out your passwords. Run a scan then change every password on everything using a different computer, then make sure that your home computer is clean.
