10v probably means a bad connection somewhere before the switch such as the fuse box. May have been why it didn't work in the first place and they suspected the switch. Look on Ebay, I think I saw some switches there the other day. Also, if you want to check out the actuators before you buy the swith, just run a test power cable directly to the actuator and see if it works. If it does, then buy the new switch and see what other problems exist with it.
