Fans make a weird noise (squeling ish -- intermittently) but both high and low work.
What's next?
Jumper test:

|.Low speed....|...Fans on.....|.....Fans on......|
|.High speed....|...Fans on.....|.....Fans off.....|
---------------------------------------------------------
When the car is started (for short period, fumes made me turn it off) low speed fans are OFF
When the A/C is on, high speed fans are ON.
Ideas?
