From the info you've given, it sounds like an outright scam.
If that's the case, you could go after them, but you won't get anywhere. They'll stay around long enough to keep the other pidgeons who came in after you going as long as possible, but once the heat gets too hot, they'll just pack up and disappear.
But if you do have individuals involved and they don't disappear, and the scam is big enough, there's a chance that some of them may get caught and prosecuted. But probably no chance for monetary recovery, there usually isn't.
