The Chief is probably someone with higher expectations that the Department was use to, which probably made a lot of the slackers uneasy and resentful. It's Winter Haven, FL after all. Who expects to have to chase down a criminal or stop a bar brawl when the gray hairs out number the rest. Anyone can over take a motorized run about or a granny and a walker. Edit: This is the same crap that goes on in the corporate world. A demanding manager is a bad one, but the one that can butter up the troops and keep them happy is a good manager. All the while the troops are slackers who could be replaced 2 for 1 by some college kid eager to learn and perform. There are too many compromises in the US work force, because we don't dare offend anyone.
