I was talking about this with a friend on mine a few weeks ago. He was living in Kauai when the big hurricane hit... he said the next morning he got up and there was no looting. He was sweeping up the broken glass when a few of his local friends showed up and said "come on Tom... were going to dig out the old people first." He said that every morning they would have to get organized and one person would wait in line for water... another would wait for food... still another would wait in line for ice. He also said he was cursing the rich people that had generators... until they show up at his house in the evening with a cooked meal for them. About a year later Kauai was back up and running.
I'm not one to judge but the only reason I can think of for New Orleans to be struggling so is because there are a lot of bad people down there.
