bluetooth is certified as a transmission medium/protocol
FCC shouldn't care what you transmit and receive with it as long as you adhere to the Bluetooth standard, and i don't think the FCC would care...
in this case, the only difference would be software based... (if you could manage to reprogram a regular headset )
