I lived in Portland for a year. Oregon, in general, is a bit rural/quiet outside of the Portland area. Then again, most of Vermont is fairly rural, too.
Climate is good, if you're coming from Vermont. It's lousy if you're coming from Southern California. Summers are beautiful. About 70-90 degrees with little chance of rain from about June until September. Winters can be a bit rainy. Maybe not as consistently heavy rain like in a NorEaster, but it may drizzle or lightly rain for a few hours at a time...for a few weeks at a time. But the temperature rarely gets below freezing. Maybe for one week of the year.
So everything's pretty green on the Western half of the state (cross over the Cascades and the Eastern half is pretty dry). People are outdoors oriented. The views of the coast, mountains, forests, and the Columbia River Gorge are phenomenal. Tons of hiking/camping/biking/skiing/windsurfing/fishing/hunting for outdoorsmen. Great roads for car/motorcycle guys. Portland International Raceway is pretty user-friendly (how many other cities own a racetrack?). And there are great Porsche shops/people in town. Friendlier people than New Englanders, for sure.
