I've highlighted the parts in case you are as hard of reading as hard of hearing.

That's not exactly an indignant refusal of the money, now is it? It's a crafty way of leaving it on the table until you have developed a high enough level of trust in the briber to take the money.

Your petty name calling aside, you could be correct. He could also have been trying, as he did for THE ENTIRE TAPE, to keep these guys at the table to get them to help out his ailing district with an investment.

I don't know and neither do you. The phrase "after we've done business for a while," in the context of the tape, means to me "invest in my district and we'll talk again." Let's do the business I want and we'll then talk about the business you want. It's a polite way of saying no while trying to get them to say yes to his proposal.

Again, he kept saying over and over that he could not help them, that they did not need his help. Not the words of someone looking for a bribe.

BTW, I'm taking your word for the quote, none of that is on any tape available on youtube.
