They reduce wingtip vortices, a major source of drag on an airplane. The are kind of like the fences you see at the ends of race car wings. They keep the air going over the top from "spilling" over the tip and mingling with the air going over the bottom, which is what (for the most part) creates the vortices. Another benefit is an increas in lift by cleaning up that airflow a bit.
