Do you have any idea if they are doing the GPS monitoring thing on them. Have had a couple friends charged because the car had a GPS monitor in it and they were speeding. Of course they didn't see the bit hidden in the contract that said they would be charged for excessive speed.
I don't think 80 on LA freeways is unreasonable to the point of being charged for it. I regularly see traffic where if you are going 75 you are being passed by most of the traffic...
