I use Dreamweaver and think very highly of it. You can go pure wysiwyg or pure code. There's a brief learning curve, but after that it is very intuitive and quite powerful. I recommend buying templates to get going so you can focus on content and not design. Look at
www.plumley.org as an example. It's a $15 template that I modified.
Stay away from FrontPage - nasty stuff - leaves all sorts of bogus directories, weird files, cruddy stuff everywhere. Yuk.
