If the some of the control surfaces were non-functional and they did not need them because of access to a really long runway, then the tape would just be covering the seem or gap, right?

EDIT: I should metion that I've discovered metal foil tape used in HVAC ductwork and love it. Metal tape which is water and heat resistant, what's not to love?
