That's an A320, you can tell by the winglets, and also by the grunting of the hydraulic pump every second or so.

There is no chafe strip or other element present on the wing at that point. Therefore, whatever they are doing is WAY unauthorized.

The A320 has 18 static discharge wicks on the trailing edge to bleed off electricity so it doesn't interfere with the seven flight control computers that make the airplane stay in the air.

Do you know how many of the 18 must be present before you can take off?

Any kludges on that wing, particularly on what sounds to be a revenue flight, are a very, very bad idea indeed.
