Yep, sounds like a couple of issues. With POP3 accounts you normally don't get to view email from multiple locations because when you check your mail it downloads the mail from the server to that machine, (and into the file that the program uses to read mail). You'll always have to have one program someplace that actually downloads your emails even if you leave a copy when you use another email program or computer. If you "leave a copy on the server" in every email program and computer then eventually your inbox will fill up and you won't be able to receive more.
For the second problem, yes, Outlook and OE will block attachments that they think are potentially harmful, but someone has already told you how to alter that behavior.
