Russia also has very little infrastructure. Infrastructure keeps the country together.
And anyway, this isn't about what amount of oil the Russians export or have on reserve. This is about securing Middle East reserves - specifically for ourselves. Russia can't say "boo" about this because, again, they haven't the spine or organization among themselves to thwart in effort such as what Tabs outlines.
