"Every Order, Resolution, or Vote to which the Concurrence of the Senate and House of Representatives may be necessary (except on a question of Adjournment) shall be presented to the President of the United States; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and House of Representatives, according to the Rules and Limitations prescribed in the Case of a Bill."
section 7 Para II, Constitution for the United States

'Bad' bills and all. By this reasoning, you would have to attribute all of the good things to the executive as well. Apparently, the author feels the congress and senate contribute nothing to the process.

Or you could change the word "president" to "Congress".

Wait a minute, I don't live there and couldn't possible understand the complex reasoning.

At least you folks get to vote for your chief executive. Up here, he/she is the leader of the party with the largest number of seats in the house of commons.
