His career/future was in trouble no matter what he did. He simply chose the path that prolonged his day of reckoning.
Had he let the case drop prior to the election, he apparently almost certainly would have lost the election and been out of his job. Given the racial makeup of his voters, it would have been too easy for his opponent to paint him as someone who, like G. Bush, doesn't like black people and let some guilty-as-sin guys go because they were rich and white.
