The problem with the concept that more restrictive and complicated gun laws will reduce crime is this.
Laws are only followed by law abiding people. Gun laws will disarm overwhelmingly more law abiding citizens than criminals. This will also turn otherwise law abiding citizens into "gun criminals". In nearly every case a criminal has broken several felonies prier to weapon discharge. Law enforcement can not effectively protect individuals against crime.
Gun control increases gun related crime. Criminal control will reduce gun related crime.
Any body want to bet 50$. I bet the shooter is already a convicted criminal at least at the gross misdemeanor level and was in violation of at least 2 gun control laws at the time of the crime.
