The -400 has an EICAS system that would have sent an error message to the pilots when the surface did not stow properly, then their pulling up the flight controls page schematic on the EICAS would have shown the offending control surface not being stowed while in flight. It was probably written up even before they landed!
EICAS 1 & 2 are here in the center of the panel. They have various pages that can be pulled up to show all the systems on the bird.
