Simple, they were brought up with no concept of propriety. A LOT of people understand what is legal and illegal but haven't the vaguest notion about what is proper or improper and frankly couldn't care less. These people are generally rude, self involved and in my opinion, not worth the breath to try to explain to them what they're doing wrong. I'd have looked for a cop to point them out to....for all the good it would have done.
