Since it's a lawful treaty, why wouldn't I refer to it? See
Article VI of the Constitution for the power of Treaties. It's what makes them so dangerous to American Sovereignty.
Nevertheless, the treaty is in force to prohibit attacks by one UN member upon another without meeting express provisions.
