First off, I'm not mocking the guys over there. I pray for them, their well-being and safety for being thrown in to this fiasco.
I'm sure the Bush regime at this point would love nothing better than some resolution to cut off funding so he would finally have a way out of his mess, this ill-conceived and poorly managed disaster, so that he (and you) could then blame the Dems for the aftermath. This is his mess and he should accept responsibility for it but instead his plan is to ride it out until the next election and let the probable Dem victor take responsibility for what should be done. The only problem I see with your strategy is that more and more Repubs (John Warner for example) are beginning to see that the Dems are right. His own party is slowly beginning to abandon him.
