New York has no other reciprocity with any other state. I can speed all I want away from home and just pay the fines.. No points. However, NYS does have some sort of deal with Quebec. Go figure.
But - not paying or otherwise walking away from a ticket will catch up with you in the end. The cross border thing does not surprise me at all.
Who knows how to get a license in Mexico? Not that I want to break any laws….
